I am unable to turn on my Direct TV Receiver

My tv is on and is blank blue screen its on channel 3, i turn Direct TV Receiver on but get nothing.

I just got Direct TV Dish today it worked fine until i turned the tv off and now i cant get it to work.. What do i need to do?
